CLIENT RESULTS: Secured additional funding for the modernization of infrastructure in new regions. 100% “Audit Ready” for DHS Office of Inspector General financial audits. Use of an automated tool to monitor deliverable submission by system integrators. Effective annual implementation strategy to roll out new radio and infrastructure technology based on current life cycle capabilities. 65 projects. 13,00 users. 623 infrastructure sites. 2025 completion timeline. $23M program cost.
U.S. ICE – Office of Assurance and Compliance Support
CLIENT RESULTS: Significant business process improvements for performance management and financial reporting automation. Standardization of business rules for automated reports; reconciliation process for data updates between data warehouse and source system; and standard operating procedures for metadata maintenance. Compliant executive level financial reports available to the OCFO user community and accurate dashboards for various levels of management within ICE OCFO.
U.S. ICE – Student & Exchange Visitor Program T&E Support
CLIENT RESULTS: Reduced risk and minimized potential for delays during the acquisition process. Ability to leverage 25 years of OT experience and established relationships throughout DHS to expedite resolution of issues. Received guidance and direction supporting nomination as the OTA for SEVIS II. Received guidance and documentation for conducting non-traditional OT approaches for already-fielded systems under the management of SEVP SMU.
U.S. ICE – Infrastructure (Atlas) Program Office Support
CLIENT RESULTS: Program went from ‘RED’ to ‘GREEN’ and was removed from the OMB Watch List. Program achieved the successful completion of 16 IT modernization projects. Implemented management practices to raise OMB rating from Non-Performing and Results Not Demonstrated to second highest Performing and Moderately Effective. In both 2012 and 2013, our CPIC SMEs helped the ICE Infrastructure (Atlas) Program to garner the Highest OMB Exhibit 300 score in DHS. 7 years program duration. 16 project completed. 35,000+ users supported. $4.2B in program funding.
U.S. ICE – HSI Freedom of Information Act Support
CLIENT RESULTS: Processed 37% of all FOIA requests closed in FY13. No analysis errors reported, resulting in efficient and thorough processing of cases. Search capability for FOIA and TECS cases significantly improved, resulting in quicker search capabilities during processing of cases. 363 requests completed in 2013. 534 cases opened in 2013. 489 cases closed in 2013.
U.S. ICE – Financial Acquisition Asset Management Support
CLIENT RESULTS: PSO assisted in re-baselining two breached programs and in identification of potential risks and issues, which afforded greater transparency for project managers and the governing committees. PSO was recognized for high quality analytic support based on greater insight of Departmental initiatives. Established meaningful performance metrics provide insight to efficient operation of PSO and serve as a highly effective planning tool.
U.S. ICE – Federal Financial Management System Support
CLIENT RESULTS: Retention of key personnel that participated in the initial federal financial management system selection, testing, implementation and roll-out to perform all aspects of financial management support; provide advice and guidance; and facilitate resolution of financial system issues for ICE and several other bureaus. Minimized oversight and audits as a result of WBB’s FFMS subject matter expert ensuring compliance with all applicable federal financial policies and regulations. 6 DHS bureaus supported. 10 days of monthly open/close window. 514/month average table updates.
U.S. CBP – Wireless Systems Program Office Support
CLIENT RESULTS: The US CBP has received a senior financial analyst to support budget, finance, cost modeling, cost estimating, business case development, cost benefit analysis, Life Cycle Costs and Rough Order of Magnitude (ROM) estimations.
U.S. Coast – Guard CG-928 Financial and Audit Remediation
CLIENT RESULTS: USCG has received a qualified opinion on their financial statement. In prior years auditor were unable to render an opinion due to condition of financials. More reliable information in determining cost of running agency programs. More accurate and timely reporting. More accountability to central agencies, and taxpayer. Improved information for decision making purposes.
USCIS – OTC Program Management Support Services
CLIENT RESULTS: Helped OTC get off the GAO “watch list” for scheduling practices and become a pilot program for agile scheduling. OTC is now noted as the forerunners of employing agile methodologies in scheduling. Reduced schedule status reporting cycle time by 40%. Off the GAO “Watch List” for scheduling practices. OTC now considered a pilot program by GAO for agile scheduling. Improved ability to resource load schedules for each software release.
U.S. NPPD – FPS PMD Acquisition Support Services
CLIENT RESULTS: Provided consistency with staff. Provide onsite support to federal staff as well as informal mentorship and training. Expanded our services to two additional Divisions: Personnel Security Division (PSD) and the Information Technology Division (ITD). 47,000 incidents. 1,900 arrests. 886,000 intercepted items.
