The OSD & the 4th Estate Team has more than 20 years of experience in successfully providing Advisory & Assistance Services (A&AS) support to DoD/OSD/USD and the members of the 4th Estate. The Team’s diverse and in-depth weapon and information systems domain expertise includes critical past and current performance capabilities in engineering, logistics, and technical management services. Additionally, the team provides high visibility studies, analyses, and evaluations on complex systems for senior-level decision makers. We deliver innovative solutions to complex problems.
WBB’s OSD support includes Research & Development (R&D) activities; engineering, and sustainment support to programs, PEOs, and Service leadership in addition to OSD Senior leaders. These activities support and improve decision making, organization policy development, management, and project management.
These support services provide: highly technical advice, positions, alternatives, analyses, evaluations, recommendations, training, or Subject Matter Expert support. They enhance the PM and Program Executive Officer’s ability to field complex and supportable systems to the warfighter.
Within OSD & the 4th Estate Team, WBB provides support in three primary A&AS support services categories: management and professional support services; studies, analyses, and evaluations; and engineering and technical services.
Management and professional support services are those that provide assistance, advice, or training for the efficient and effective management and operation of organizations, activities (including management and support services for R&D activities), or systems. These efforts contribute to improved organization of program management, logistics, project monitoring and reporting, data collection, budgeting, accounting, performance auditing, and administrative/technical support for conferences and training programs.
Studies, analyses, and evaluations support services provide organized, analytic assessments/evaluations in support of policy development, decision-making, management, or administration. This includes studies in support of R&D activities and the development of models and methodologies.
Engineering and Technical Services support services assist program offices during the acquisition cycle, providing systems engineering and technical direction to ensure the effective operation and maintenance of a weapon system or major system. Alternatively, this includes direct support to a weapons system that is essential to the R&D, production, or maintenance of the system.
