Whitney, Bradley & Brown, Inc. (WBB) has been awarded an IDIQ with the Navy to provide warfare and warfare support analyses and assessments, campaign analyses, mission-level analyses, modeling and simulation, and management and documentation support services to meet the mission needs of the Director, Assessment Division (OPNAV 81). The WBB Team was one of three awardees on the $180.5 million Navy contract.

WBB’s Discovery Informatics is a solution based upon Evidence-based Decision Making (EbDM). Through the use of collaboration, mathematical, and organizational behavior tools, Discovery Informatics combines several technologies and disciplines that add rigor to the decision support process through an emphasis on refining the objective, finding evidence, analysis, visualization, and a taking action framework. From heuristics and optimization to simulation and predictive models, computer-based techniques provided traceable, repeatable methodologies that assist organizations in decision support. WBB’s approach to decision making support provides empirical and parametric evidence showing how modeling and simulation can provide faster, more accurate reporting, improved decision making, improved customer service, and reduced costs.
This win is reflective of the company’s strong capabilities and its many years of support to clients across DoD, and in particular, Navy. For over three decades, WBB and its teammates have honed their skills with the Navy’s requirements, budgeting, and acquisition processes, including direct support to some of OPNAV’s key stakeholders in the Directorates of Expeditionary Warfare (N95), Surface Warfare (N96), Undersea Warfare (N97), Air Warfare (N98), and others.
The requirement was competitively procured through full and open competition and solicited through the Navy Electronic Commerce Online website. The work for this contract is anticipated to be performed in Arlington, Virginia, and Reston, Virginia; and is expected to be completed by December 2019.
