Quality Assurance Process and Plans
WBB's quality assurance approach to providing a quality product begins with the receipt of a task order or contract. The quality assurance process continues throughout the life cycle of the contract. Our quality assurance plan is an approach to quality that is not a separate element of this life cycle; rather it is an all encompassing attitude embedded in all aspects of contract performance.
Quality Assurance Management Approach for Integrating Professional Support Services
The WBB organization is designed to provide management, oversight, and support to the consultant force which executes our products and services. This structure has 3 levels of management.
- Product Group Leads (Senior Vice Presidents) plan for and execute the strategic goals of the company and ensure integration across all products and service areas.
- Business Sector Leads (Vice Presidents) provide operational-level management and oversight of specific products and services and ensure integration of matrixed project team members.
- Project Managers lead teams and are responsible for customer interface, providing services and producing deliverables. A typical Project Manager may lead several teams and at the same time act as a member of other teams. This fosters integration across the quality assurance management of the entire company and improves the quality of our services and deliverables.
Building in Quality
WBB management alignment supports our Quality Assurance (QA) Program.
WBB Project Managers are responsible for regular interface with the customer ensuring that:
- WBB understands the tasking
- WBB is providing timely and accurate information to the customer
- WBB is providing a service or product that is relevant to the issue at hand
Business Sector Leads function as project oversight providing guidance and direction ensuring that those functions discussed at the kickoff are carried out by the Project Manager.
Product Group Leads form the cadre of the "Red Team" process that reviews and approves each deliverable/service to ensure quality of the product.
The WBB practice of assigning leadership and team members also includes identification of opportunities for mid-term and final "Red Team" reviews. This encourages the development of an integrated quality assurance plan that plays out over the entire course of a task. Every project starts with a formal internal "kickoff" that reviews the tasking, introduces and begins to integrate the team, ensures that team members understand the nature of the work, the nature of the contract, the allocation of resources, and the delivery schedule.
Project Managers are required to review our lessons learned database to understand potential pitfalls prior to each kickoff. The kickoff also finalizes the quality review schedule. Project management tracking tools are available for Project Managers, including Earned Value Management (EVM) tracking. These quality assurance tools enable the team to identify cost and schedule risks and mitigate them at the earliest opportunity. The management process is reinforced by an exhaustive Red Team where the very first item discussed is the tasking - did the customer convey what was expected, did WBB understand it, and how is the product or service going to address that tasking? The quality assurance process is concluded with a sponsor interface initiative that identifies key projects for face-to-face interaction between technical points of contact and WBB Red Team members to gain insights into the quality and relevance of WBB products and services.
Guaranteeing Responsiveness and Cooperation with Customers
Our management structure facilitates the clarity of responsibilities and timely identification and resolution of issues with our customers. WBB understands that participation of customers and stakeholders is critical to the success of any effort. WBB emphasizes direct interaction with customers and stakeholders to review issues relating to requirements, system design, or other topics of discussion. If the customer requests additional interface, a Senior Vice President will contact the customer to ensure the highest level resolution for any issue.
