Determining program requirements in a fiscally constrained environment is a daunting task for any organization, large or small.  An organization must first identify needs outlined in strategic guidance or operational concepts.  Then gaps or redundancies in an organization’s ability to meet those needs must be determined.  Finally, potential solutions from numerous materiel and non-materiel solutions need to be assessed.  This can be a complex and onerous process.  Many organizations also require assistance working through multiple levels of bureaucracy involved in analyzing capabilities, codifying program requirements, linking those needs with a program’s acquisition and execution strategies, and gaining final approval of the resulting documents.  In other cases, organizations lack a standardized, logical, traceable, and defendable requirements management process (RMP) for justifying their needs to their monetary and procurement agencies.
