Successful milestone preparation and execution requires strategy, socialization, documentation development, IPT coordination, and communication to achieve success. WBB supported programs by providing integrated product team leadership, participation, and facilitation. Our subject matter experts provide key strategic insight into areas of acquisition, logistics, budgeting, manpower, and test and evaluation at all levels of the decision-making chain. We conducted two studies for the Navy Surface Warfare sponsor that provided "out-of-the-box" concepts and recommendations for creating more efficient and effective T&E planning, budgeting, and execution processes. This study served as the baseline for the 2004 CNO Guidance to "streamline the Navy T&E process with a goal of reducing the cost by 20%". To support these studies WBB created web-based surveys, used decision support tools, and developed strategic initiatives for a task force of six work groups and an Executive Committee tasked with examining cost drivers in the areas of test planning & execution, requirements development and definition, risk management, M&S, resource costs, and policies & regulations.
