Melodie Palmer wins Bud White Outstanding Civilian of the Year Award

Melodie Palmer, WBB Senior Analyst in Naval Air Forces, won the “Bud White Outstanding Civilian of the Year award” during the recent Electronic Attack Growler/Prowler Ball at Naval Air Station Whidbey in Washington. The award is given to a civilian who has made the most significant contributions to the operation and or support of the Electronic Attack Community. Admiral Thomas Kilcline, and Commodore Thomas Slais presented the award during the yearly event.
Contracted full time by Naval Air Forces, Melodies’ main work focus is to develop the Master Aviation Plan (MAP) which encompasses many facets of the transformation of Naval Aviation while ensuring all operational requirements are met. This task requires looking at all aspects of the transition of 6 Navy aviation communities, in addition to executing the stand-up of two new aircraft over the next 10 years. While working on the project, Melodie demonstrated “unsurpassed administrative, managerial and operational expertise. Her efforts ensured that all aspects of the transition were anticipated and coordinated with senior leadership and resource sponsors.”
When asked how she felt to receive the award Melodie replied, “I was shocked. Contractors are not usually the recipient of these prestigious awards. To be recognized for something I love doing while working with the wonderful sailors and civilians, who are helping Naval Aviation move forward into the next era. It is a true honor.”
After a distinguished 28 year Navy career, Melodie joined WBB, 5 years ago as an analyst working as the Naval Aviation Transition Manager, and recently moved to the WBB services division. During her Navy career she served as both an enlisted sailor and an officer. She started her career in the Integrated Underwater Surveillance System program and as an officer spent most of her career in Naval Aviation as an General Unrestricted Line Officer. Highlights of her career included positions in Navy Recruiting, VFA-124 Admin/Manpower/Transition Officer; CAG 15 Admin/Transition Officer; BRAC officer at NAS Miramar and NAS Cecil Field, Norfolk area Pay and Personnel Officer In Charge, and CNAF and PERS positions.
