Jim Nehman joined Whitney, Bradley & Brown, Inc. in October 2005, following service as a senior leader for one of the most complex and innovative programs undertaken by NASA in many years. Mr. Nehman was awarded the NASA Exceptional Achievement Medal for these efforts, recognition that compliments earlier Senior Executive Service as a technology manager within the Department of Defense.

In January 2004, Mr. Nehman was appointed NASA's Deputy Associate Administrator for Development Programs in the newly formed Exploration Systems Mission Directorate at the agency's Washington, DC Headquarters. In this capacity, he was responsible for technology and space transportation systems which would enable NASA to meet the nation's vision of human and robotic space exploration.

These responsibilities included design and development of new capabilities and technologies, and their integration into a "system-of-systems" for Earth-to-orbit and in-space transportation. The anchoring capability, Crew Exploration Vehicle (CEV), will carry human crews from Earth to space. When coupled with transfer stages, landing vehicles and surface exploration systems, the CEV serves as an essential architectural component supporting the Vision of human voyages to the Moon and beyond. As lead for WBB's space consultancy, Jim is supported by a team of military and agency experts in space program management, and by a team of WBB consultants who developed requirements systems, concepts of operation, and risk management systems for the NASA effort.

Jim's NASA service caps a technology management career within the Department of Defense. Mr. Nehman served the Naval Air Systems Command (NAVAIR) for 30 years, including nearly five years as a member of the Senior Executive Service. This career included management of all aspects of major aircraft system development, acquisition, operations and support.

This service was capped by his final NAVAIR assignment as Deputy Program Executive Officer (PEO) for Navy Tactical Aircraft Programs, directing the efforts of over 300 civilian and military professionals and over 100 acquisition programs. During this period he was responsible for all aspects of systems development, procurement, and life cycle support of the assigned carrier based aircraft and associated weapons programs including the F/A-18, F-14, EA-6B and E-2C aircraft and air-to-air weapons such as AIM-9X, AIM-7, and the AIM-120. In addition, he served in numerous special assignments including team leader investigating acquisition alternatives for the V-22 Osprey program and the Joint Strike Fighter Engine Investment Strategy.

In addition to establishing the company's space consulting practice, activities at WBB include organizational restructuring support for the Department of Veteran Affairs, Veterans Health Administration, to enhance execution of that agency's development programs. He also lead an independent review team including senior government managers in evaluating acquisition and operational alternatives to the U. S. Marine Corps H-1 Cobra and Huey helicopters, reporting directly to the Secretary and Assistant Secretary of the Navy.

Mr. Nehman received the Presidential Rank Award for Meritorious Senior Executive in 2001, and twice awarded the Navy Superior Civilian Service Award in 1991 and 1993. He holds a Bachelor of Science degree in Aerospace Engineering and earned a Master of Science degree in Systems Management. Before joining WBB, Jim served as Chief Operating Officer of a small Information Technology company in Annapolis and as an independent aerospace consultant.
