Mine Resistant Ambushed Protected (MRAP) Capabilities Production Document (CPD)

Customer: United States Marine Corps

Challenge: To develop a CPD in an extremely compressed period of time that would meet the immediate need for greater vehicle protection capability against Improvised Explosive Devices (IED) as stipulated in Joint Operational Needs Statements (JUONS) from the Iraqi theater. To provide for immediate procurement of Commercial-Off-The-Shelf vehicles that met the protection capability necessary, the Under Secretary of Acquisition, Training and Logistics (AT&L), Department of Defense (DoD) directed a CPD be completed prior to a late May production decision. The Joint Requirements Oversight Council (JROC) tasked the Navy as the Acquisition Executive, and the Marine Corps as the MRAP Program Manager (PM) to present a completed CPD for JROC review by 3 May to ensure that this timeline was met. No preceding MRAP capabilities documents existed that could be leveraged for this effort. On 1 March, WBB was selected as the lead contractor to complete the CPD.

Approach: After identifying the conditions, standards and tasks associated with developing a CPD document for MRAP within the minimized timeline, and taking into account the need to provide the document for joint staffing, WBB outlined an aggressive approach to develop a fundamental Concept of Operations, Key Performance Parameters (KPP), and other critical information necessary to complete the CPD. WBB facilitated both a Joint Integrated Product Team (IPT) to work capability attributes, as well as a Joint High Performance Team (HPT) session that identified and prioritized critical elements within the CPD. In concert with these two joint teams, WBB collaborated with all of the key stakeholders to finalize the CPD, providing this critical document within the compressed timeline.

Value: The completed MRAP CPD was presented to the JROC and unanimously approved . It was suggested that this effort should be the standard within the Joint Capabilities Integration and Development System (JCIDS). WBB's insights into the MRAP program, challenges of CPD document development, requirements of the Joint staffing process, and our attention to detail in documenting all components of the analysis, proved instrumental in securing approval of the CPD within the minimized timeline.
