Manpower, Personnel, Training & Education (MPTE) Training

A clear understanding of the dynamic world of manpower, personnel, training, and education has never been more important to Navy leaders at all levels.

The course provides a working knowledge of the MPTE system, its relationship with the Planning, Programming, Budgeting and Execution (PPBE) system, and how the process can be influenced. It is useful to anyone who develops or executes policy, carries out MPTE activities, manages Navy human resources, or leads people.

The class is not intended to prepare an individual for a particular job. Rather, the intent is to provide an educated view of the Navy's personnel "supply chain" so students can understand the process, see where they fit in it or are affected by it, and understand how their work affects others in the system.

WBB has presented this course to over 4,000 people across the Navy in the past seven years.

The two-day MPTE course is designed to provide a practical knowledge of the MPTE system and its key processes (a one-day Executive Level course is also offered). It covers the following topics:

  • Introduction and Overview of the Navy MPTE System
  • Understanding Manpower... The Demand Signal for People: Manpower requirement programming, authorization, and validation; and an overview of the PBBE system and it relates to the MPTE process
  • Understanding Personnel... The Supply Response: Recruiting, training and education, strength planning, community management, compensation, distribution and assignment, and personnel supply chain
  • The Total Force: Active/Reserve Military, Government Civilian & Contractor
  • MPTE Initiatives
  • The Future

The course is regularly updated to reflect changes to MPTE processes. The instructors are retired Navy officers, civilian executives and senior enlisted with significant active duty operational and MPTE experience. All students are given a desk top reference book.
