Manpower Estimate Reports

Our manpower analysis and personnel planning experts at WBB are experienced in developing Manpower Estimate Reports (MER) supporting program acquisition. By DoD instruction, program offices are required to submit a MER and update at acquisition milestones. Manpower planning in today's fiscally constrained environment brings awareness that a program that shows growth in manpower (or human resource requirements) is in jeopardy.

The MER must be used in manpower planning to identify the manpower requirements necessary to field a new system. These manpower requirements include those associated with operating and maintaining the system, at sea, ashore or in the air. The definition of these manpower planning requirements must be analytically rigorous and consider the full range of manpower support options, in a total force context (active, reserve, civil servant, and contractor support). Once all manpower requirements are identified, and documented, they are submitted in the Manpower Estimate Report (MER) for review and approval by OPNAV, Joint and DoD staff. Among other necessary manpower planning information, the MER must describe manpower requirements to support the operating, maintenance and logistics concepts and provide manpower offsets, identifying from where the manpower is coming.

The typical Program Office does not have the time nor the manpower and personnel experience necessary to develop a MER to be applied to manpower planning.
