The Manpower CONOPS
Manpower CONOPS, short for Manpower Concept of Operations, is an organizational approach for managing a multitude of manpower variables. A Program or Requirements Office is often faced with choosing from among multiple platforms, various maintenance, logistics, and operational strategies, and often yet to be decided upon number of operating sites and locations. The mix of these choices, present the decision maker with an unmanageable number of variables from which to make decisions. To be a successful Manpower Concept of Operations, manpower requirements must be analytically rigorous and consider the full range of manpower support options in a total force context (active, reserve, civil servant, and contractor support).
The Manpower CONOPS provides an analytically based approach to culling out unlikely variables. In so doing, consensus is forged among stakeholders and the field of choices is narrowed to the most likely, cost effective, and operationally satisfying mix of variables impacting manpower requirements. WBB works with all stakeholders to identify multiple manning options that consider the full range of likely platform, operating, maintenance, and logistic concepts. In a Manpower CONOPS, we will provide recommendations along with the pros, cons, and a risk assessment. After several iterations and vetting of the likely mix of manpower requirement variables, a most likely mix of variables emerges that results in a balance of requirements cost, optimal manning and production capability.
With the reduction of personnel and no attenuation of workload, Program and Requirements offices usually do not have the time or experience necessary to perform this work. Without a Manpower CONOPS, not all manning options can be identified or vetted. At best this results in a sub-optimal outcome. At worst, it wastes valuable resources. WBB has the experience to fill this void. The Manpower CONOPS identifies sources of manning, compensation requirements, community management and career path issues, and supporting organization manpower requirements. The resulting Manpower CONOPS presents a "picture" of how a system will be operated, supported, maintained, and integrated.
