An Online Course Satisfying the Requirements of DFAR Supplement Case 2005-D013 and FAR Case 2005-011

The US Government recently enacted new laws and regulations that change the legal liability of individuals supporting US government activities in designated areas.

Language in Defense Federal Acquisition Regulation (DFAR) Supplement Case 2005-D013 (Contractor Personnel Authorized to Accompany US Armed Forces) and Federal Acquisition Regulation (FAR) Case 2005-011 (Contractor Personnel in an Designated Operational Area or Supporting a Diplomatic or Consular Mission) requires that contractors supporting the US government in designated areas be trained in and comply with:

  • All applicable US Government, host country, and third country national laws, treaties, and international agreements
  • US Government regulations, directives, instructions, policies, and procedures
  • Orders, directives, and instructions issued by the Combatant Commander or Chief of Mission

Contractor Laws and Rules of War. WBB offers a comprehensive, web-based course designed to provide contractors—operating in support of the US Armed Forces or supporting a Diplomatic or Consular mission in a designated operational area—the information necessary to satisfy the new requirements.

The course consists of modules that introduce the law and Rules of War; the protections afforded by those laws and rules, and how those laws and rules apply to individual contractor behavior.

WBB received two independent legal reviews of the course. One by a retired Army Judge Advocate General specializing in Operational Law, and a second by a retired Army Judge Advocate General specializing in Contract Law. Both reviews conclude that the WBB course satisfies the new requirements in the DFAR and FAR for this contractor training.

The course covers:

  • Sources of the Laws and Rules of War
  • Purpose and basic principles
  • Protections afforded by the Laws and Rules of War
  • Application of the Principles
  • Contractor Obligations under the Laws and Rules of War

Corporate customers can either use the standard course, or customize the course to include customer specific content such as corporate policies. WBB professionals are available to demonstrate the functionality of the online course, explain the content of the course, and answer questions regarding contracting and pricing.
