The JCIDS Process

Joint Capabilities Integration and Development System (JCIDS) Documents

The Requirements process has been altered and replaced with JCIDS. The Department of Defense changed the rules by which it develops and fields the capabilities needed by our military forces. The process promulgated in the Chairman, Joint Staff Instruction 3170.01, referred to as Joint Capabilities Integration and Development System (JCIDS), is more complex than the old Requirements Generation Process. Eventually, every program in DOD will comply with this process.

The Joint Capabilities Integration and Development System (JCIDS) is a deliberate and analytical process to address future warfighter needs.  These analyses are rooted in the Capabilities Based Assessment (CBA) process and formally articulated in the Joint Capabilities Document (JCD) or Initial Capabilities Document (ICD). The three sets of analysis conducted in the CBA are:

  • The Functional Area Analysis (FAA) which identifies the capabilities required of a military unit in a defined set of operating conditions as measured with a defined set of standards.
  • The Functional Needs Analysis (FNA) which assesses current and programmed capabilities and identifies the gaps in capability based on the tasks, conditions and standards defined in the FAA.
  • The Functional Solutions Analysis (FSA) which delves into a detailed analysis of non-materiel and materiel approaches to mitigating the identified FNA capability gaps.

The Joint Capabilities Document (JCD) identifies a broad range of capabilities required by a combatant commander and articulates the analysis of the FAA and FNA and how to evaluate future systems in their ability to deliver those capabilities.

The Initial Capabilities Document (ICD) articulates a capability gap or set of capability gaps identified in the CBA for a specific timeframe. The ICD articulates the analysis of the FAA and FNA and offers potential non-materiel and materiel solutions analyzed in the FSA. The ICD supports the analysis of alternatives and acquisition process for developing and delivering capability to the warfighter.

Solutions to warfighter requirements are defined in the form of Capability Development Documents (CDD), Capability Production Documents (CPD), and DOTMLPF Change Recommendations (DCR).

The CDD provides a means of defining authoritative, measurable and testable capabilities to support the system development phase of a materiel solution by the acquisition community.

The CPD provides the information necessary to support production, testing and deployment of an affordable and supportable materiel solution by the acquisition community.

The DCR identifies potential non-materiel ways to mitigate identified capability gaps where these changes are outside the scope or oversight of the acquisition community. Elements within the scope of a DCR are: Doctrine, Organization, Training, Materiel, Leadership and education, Personnel, and Facilities.

WBB cultivated an early mastery of JCIDS and understands the processes and organizations that govern the execution of this new and continually evolving approach to establishing capabilities and requirements. WBB has supported over 150 documents from all four Services and the Joint Staff within DoD’s capabilities-based JCIDS process, including: Joint Fires in the Littoral ICD, Joint Precision Approach and Landing Capability ICD, Surface Assault Connector ICD, Mine Countermeasures ICD, Joint Light Tactical Vehicle ICD, KC-135 Recapitalization CDD, Littoral Combat Ship CDD, Non-Lethal Warfare Payload CDD, E-2D Hawkeye CDD, Joint Precision Approach Landing Capability CDD, Mine Resistant-Armor Protected (MRAP) CPD, F-22A CPD, MH-60R CPD, MV-22 CPD, JSOW Block III CPD, SM-3 Standard Missile CPD and the Joint Threat Emitter CPD. WBB represented the Navy as a participating member of the Joint Staff sponsored Joint Undersea Superiority Study (JUSS) and Capabilities Based Assessment (CBA) and led the development of the Joint Integrating Concept (JIC) for SeaBasing.  A more detailed listing of WBB developed JCIDS documents can be found at JCIDS Document Products.
