Complex Decisions Process Support

Commercial and government clients frequently need Operations Analysis based studies to assist with complex decisions. DOD customers, in particular the military services, require a much focused analysis based study, known as an Analysis of Alternatives (AoA), to support complex decisions. WBB has extensive recent experience with the conduct of several AoA studies. The objective of an AoA is to assist leadership in selecting the most cost-effective alternative by illuminating the risk, uncertainty, and relative advantages and disadvantages of alternatives being considered to satisfy the capability need. WBB's approach to an AoA is to:

• Identify alternative approaches for meeting requirements.
• Assess the costs and benefits of the alternatives across peacetime, crisis, and wartime operations
• Provide an analytical basis for determining critical system characteristics and minimal acceptable performance requirements
• Provide a framework for deciding among the alternatives

WBB develops an Analysis of Alternatives Study Plan that provides the details to describe how the AoA for various alternatives will be conducted. WBB performs the following:

• Assists in the development of the AoA guidance and identification of issues
• Develops detailed data on all the f
• Screens alternatives to separate non-viable or non-cost effective alternatives from those that merit comprehensive analysis
• Screens criteria based on the desired capabilities outlined in the governing guidance
• Utilizes tailored operational scenarios to evaluate alternatives against requirements

Various models and analytical methods are employed to determine each alternative's operational effectiveness. In addition, separate cost estimates and risk assessments are developed for each alternative. Once all of the alternatives have been evaluated, the critical factors and discriminators among alternatives are identified. WBB compares the operational effectiveness and cost of the viable alternatives to determine how well the shortfall(s) in operational capability are met. WBB assesses the disadvantages of each alternative with respect to mission requirements/capabilities and shows the sensitivity of each alternative to possible changes in key assumptions (e.g., threat) or variables (e.g., performance capabilities).

WBB provides prioritization analysis through Decision Management of all final feasible alternatives that are most effective, lowest cost and fall best within specified guidelines. WBB delivers a final product that incorporates the results from each phase of the AoA as well as the final synthesis of results.
