Customer: Single Integrated Air Picture (SIAP) Joint Program Office, Arlington, VA
Challenge: OSD and the Services recognize the need for a jointly developed SIAP capability. Each Service has been pursuing an enabling technology through independent means and approaches. Traditional methods that use document specifications, such as MIL-STDs, to define the intent has proven problematic as each system developer and integrator creates unintentional interoperability and integration issues because of inconsistent interpretation and understanding of the MIL-STD intent. Thus continued use of traditional requirements and engineering practices will not achieve a SIAP.
Approach: The SIAP JPO proposed to OSD and the Services the creation of a new business model which clearly defines and allocates the development of core, optional, and adaptation layer functions in a platform independent open architecture reference model. This model is known as the Integrated Architecture Behavior Model (IABM).
WBB is one of the original SIAP industry partners. We were with preceding organizations helping form the organization strategy plans and processes. WBB originally provided operations analysis and justification for continued root cause analysis. Our team transformed with the organization by now supporting the program development, execution and testing. WBB also advises Service pathfinders on future logistic concerns. WBB is an integral SIAP industry partner providing direct support to four SIAP divisions - Acquisition Management, Technology Development, Architecture & Engineering, and Test & Evaluation. WBB assists in the development of the acquisition strategy and budget plan. Our consultants lead several SIAP industry partner teams in the development of computer code and documents for IABM integration. WBB created a rapid capability insertion process (RCIP) and technology readiness assessment (TRA) plan. We are currently facilitating the execution. Our team led a Service IPT in the creation of a charter and a Test and Evaluation Master Plan (TEMP) for the SIAP JPO.
Value: OSD and the Services nominated several pathfinder systems to integrate the IABM capability into platform specific implementations (PSI). These PSIs will be evaluated in subsequent service and joint tests of SIAP capabilities that enable new missions and achieve key performance parameters. SIAP demonstrates how WBB enabled fielding of capabilities from concept through design, development and fielding for a very complex joint challenge.
