Sense and Respond Logistics DoD Architectural Framework (DoDAF)
Customer: Office of Naval Research
Challenge: The Office of Naval Research (ONR) established a requirement to document the interoperability and capabilities of current Marine Corps Air Ground Task Force (MAGTF) Command and Control (C2) and Logistics systems in order to conduct a gap analysis and determine requirements for future system development. ONR determined that an integrated architecture could be useful as a structured means to identify and document these emerging capabilities and then use the architecture in the analysis to determine gaps in required capabilities. WBB was retained to develop the architecture and support the analysis.
Approach: WBB led the effort to develop the architecture and conduct the analysis. WBB built a set of Operational Views that graphically depicted a number of ONR designed use cases. The Operational Views provided a comprehensive and understandable depiction of these complex event timelines, which established a common reference point to identify capabilities and information exchanges. Key aspects of other relevant USMC DoDAF products such as Autonomic Logistics, Logistics Operational Architecture, and Logistics C2 were integrated into Operational Views ensuring consistency and relevance to other Logistic Modernization Efforts.
The System Views were to document the current system architecture in order to identify which system functions are not adequately supported by a fielded Program of Record. An analysis of diagrams and artifacts by Subject Matter Experts led to the development of a detailed SV-5b, Operational Activity to Systems Traceability Matrix. The mapping of systems to system functions revealed a significant number of required functions that are not fully supported by current systems. This analysis identified deficiencies in current capabilities, and provided the basis for future Research and Development.
Value: This program involved an innovative use of the DoDAF development process to identify required capabilities, evaluate gaps in currently fielded solutions, and facilitate future system design for S&RL. The architecture effort enabled the identification of numerous areas where current Programs of Record are deficient in supporting the type of sophisticated analysis required to support this capability. Furthermore, it assisted in developing metrics by which future Research and Development can be evaluated as new capabilities become available. WBB's methodology contributed to the Marine Corps Logistics Modernization working through a very complex analysis process and greatly facilitated ONR’s ability to transition S&RL from a Future Naval Capabilities Program to operational capability.
