Seabasing Joint Integrating Concept (JIC)

Challenge: The US Navy needed to develop and staff a Joint Integrating Concept (JIC) for Seabasing in an extremely compressed timeline that supports multiple Combatant Commanders and service stakeholders. WBB was tasked to develop and provide the JIC.

Approach: Early in the process, WBB interacted with the Joint Staff in order to fully understand the new JIC format and the required sections of the document. WBB and the Navy established a Joint Integrated Process Team (IPT) with participation by all stakeholders to gain early consensus on key issues. Over a two month period, WBB, in conjunction with the IPT, addressed critical sections of the JIC such as purpose, scope, assumptions, concept of operations, capabilities and an illustrative vignette. These areas were briefed regularly to the Joint Staff Functional Capability Board that provided oversight on the JIC development process. WBB next drafted the basic document, providing frequent opportunities to stakeholders for input and comment. Following development of a draft document, WBB and the Navy presented the draft Seabasing concept to a “red team” comprised of retired military and civilian defense specialists. WBB incorporated the red team inputs and facilitated the joint staffing process. Continuing WBB support to the customer included liaison with appropriate staffs, development of point papers and information briefs, changes to the document as required, identification of the critical steps in the formal review phase and timeline, drafting the formal Joint Requirements Oversight C ouncil brief and assisting the briefer in preparation for that presentation.
Value: This highly collaborative process, facilitated by WBB consultants, resulted in the Seabasing JIC successfully progressing through the Joint Staffing process up to the Joint Requirements Board (JRB) and Joint Requirements Oversight Council (JROC). The Seabasing JIC was universally recognized as a model example of a Joint Integrating Concept.
