Requirements Management Process Development and Governance

Customer: National Oceanic and Atmospheric Administration (NOAA)

Challenge: NOAA had a challenge to develop a Requirements Management Process (RMP) to manage mission requirements from identification and validation through solution selection and execution, while minimizing changes to existing oversight organizational structure. WBB was asked to utilize its extensive background in requirements management and development, along with our ability to fully develop documentation, to help NOAA develop a new administration-wide policy.

Approach: WBB team worked closely with NOAA leadership at all levels, collected relevant federal guidance, and facilitated working groups to review and benchmark similar processes in other governmental agencies. These efforts led to designing thresholds for program investment reviews at progressive levels of complexity and the drafting of a NOAA Administrative Order (NAO) to serve as the policy document for the Requirements Management Process (RMP). The policy incorporated the Capital Investment and Review requirements of OMB and Department of Commence along with the roles and responsibilities outlined in the RMP. WBB then incorporated and articulated RMP guidance in NOAA's Business Operations Manual (BOM).

Value: WBB developed a Requirements Management Process that met all of NOAA's objectives and fit into its organizational structure. These efforts resulted in policy and processes that satisfies the highest priority needs of NOAA's customers, improves the use of resources, systematically assesses internal and external environments to anticipate future opportunities and challenges, and strengthens implementation of enterprise-wide solutions
