Information Support Plan – MV-22/CV-22 Information Support Plan
Customer: Naval Air Systems Command
Challenge: The V-22 Joint Program Office was required to develop the Information Support Plan, DODAF Integrated Architecture and Net Ready Key Performance Parameter in support of a Milestone B acquisition decision. The ISP and DODAF Architectures supported the V-22 JCIDS Capabilities Production Document (CPD) and needed to account for both the Marine Corps variant (MV-22) and the Air Force Special Operations Command (AFSOC) variant (CV-22). Major claimants for the program included Navy, Air Force, Marine Corps, Special Operations Command (SOC), and AFSOC. Processes were needed to address the information and interoperability concerns of all claimants while synchronizing all interoperability aspects of these capabilities and acquisition documents. The ultimate goal was to achieve a successful MV-22/CV-22 Interoperability and Supportability Certification for Milestone B.
Approach: WBB used an overarching V-22 Interoperability Certification Working Group (VICWG) to bring together all V-22 claimants, capabilities and requirements offices, engineering and technical groups as well as major DOD and service agencies involved in information, intelligence and interoperability support. Meeting monthly, this collaborative working group was subdivided into five Working Groups to work analysis and issues. WBB led the overall Integrated Product Team and each Working Group, ensuring complete coverage and the timely completion of work. Early in the process, it was decided to develop individual ISPs for the MV-22 and CV-22 due to the number of differences in the avionics, communications and sensors of the two aircraft. However, the operational and system activities and functions of the aircraft remained similar and a common integrated architecture was developed with minor differences noted in the System View products. Each ISP IPT was represented with appropriate operators and maintainers to review and approve the integrated architectures. ASD-NII, National Geospatial-Intelligence Agency (NGA) and Joint Interoperability Test Command (JITC) were involved in the process and provided draft material to review. Upon completion of the draft, socialization of the document was conducted with selected major agencies such as Joint Staff J6I, US Joint Forces Command, Navy, Air Force and Special Operations Command. This socialization process provided a smooth review during the formal staffing process.
Value: The socialization process of the ISP and integrated architecture resulted in a highly successful review and subsequent Interoperability and Supportability Certification by J6I. This was accomplished in a timely manner and the ISP was never a matter of concern for the V-22 Program Manager in reviews leading to the Milestone B acquisition decision. J6I and ASD-NII were so impressed with the V-22 ISP and Integrated Architecture that they used the documents as examples for other programs to emulate.
