Customer: Commander Naval Forces Europe

Challenge: Recent Department of Defense alignment initiatives and changes to global naval force deployment patterns created the need for the Commander of Naval Forces in Europe to realign his organization. In particular, the customer was challenged in providing efficient command and control and support of naval forces in the European theater.

Approach: WBB assessed the alternatives for sea and shore command organization that could potentially yield high levels of operational effectiveness at reduced total organizational ownership cost. This assessment considered options that were currently under development by the Naval European staff and as well as others that offered opportunity for direct personnel savings and other infrastructure costs. In doing this, we drew from our own expertise that included former Fleet Chiefs of staff, Executive Assistants for OPNAV staff Flag officers and Combatant Strike Force staffs. As these alternatives were developed, WBB worked closely with Naval European staff, providing preliminary findings an updates.

Value: The realignment of the existing organizational structure offered a high payoff avenue for introducing new efficiencies for naval operations and support infrastructure in Europe. The independent analysis provided actionable recommendations, free of any bias that understandably exists within an organization.
