Challenge: WBB was approached in July 2004 by the Assistant Secretary of Navy for Research, Development and Acquisition {ASN (RD&A)} to address Navy Combat Identification (CID) integration and investment strategy challenges in standing up a new organization.
Approach: The WBB team worked very closely with the Combat Identification Capabilities Organization. We surveyed the CID stakeholders, characterized and categorized the scope of integration issues, and developed an execution strategy to improve the CID acquisition/procurement strategy. In addition, WBB created a CID Roadmap to serve as a framework for capability development and implementation. The roadmap then articulated a CID vision, identified capability gaps, and informed decision-makers of an investment strategy.
Value: WBB enabled the approval of the new CID Enterprise Organization (approved May 05, 2007 by CID Executive Committee). WBB's efforts also provided valuable insight on the effect of CID in reducing fratricide and collateral damage in the air, sea, and undersea warfighting environments.
