Aegis Modernization Concept of Life-Cycle Support (CONLIFE)

Customer: Major Defense Prime Contractor

Challenge: The AEGIS fleet modernization program encompasses a series of modifications and upgrades using Commercial Off- the- Shelf (COTS) systems and an Open Architecture Computing Environment (OACE) to enhance both the existing war-fighting capability and optimize human-machine interfaces across a system of systems (SoS). This challenging modernization effort is a complex integration of legacy equipment with the COTS technology insertion. Balancing the support strategies (human systems, supply chain, and maintenance concepts) with system performance attributes (reliability, availability, maintainability and supportability) within the context of the envisioned operational environment provides an opportunity to maximize to minimize support requirements. This integration has a significant impact on supportability strategies and Life Cycle Cost drivers. This Defense Prime Contractor needed a conceptual document to describe and define these interdependencies and the resulting trade space among operation capability, system performance, and sustainment activities.

Approach: WBB developed a Concept of Life Cycle Support (ConLife) to clarify the impacts of the Aegis Modernization on all aspects of Aegis Combat System support, sustainment Life Cycle cost efficiencies. WBB conducted research to articulate the proposed benefits/impacts of the Aegis Modernization on the human–machine interface, and the resulting revolution in Aegis maintenance practices, organizational watch structure, and tactics, techniques, and procedures (TTP). Representative maintenance and support scenarios are included to "operationalize" these life cycle support concepts.

Value: The ConLife provided high level strategic support concept guidance to team members and subcontractors who are developing Aegis Modernization products, services, and information. External program offices and their contractors will use the ConLife to understand how the Aegis Modernization program integrates to existing readiness, sustainment, and logistics processes and supporting infrastructures.
