Frank Boynton

Frank Boynton joined WBB in November 2006 as a consultant specializing in expeditionary aviation requirements development.

Since joining WBB, Mr. Boynton has been instrumental in supporting the development of the Vertical Lift consultancy, gathering key expertise from all aspects of rotorcraft development, acquisition, requirements, program management, and life cycle support. As a WBB consultant, he has worked on various acquisition and JCIDS projects for industry and government customers requiring support in aviation, sea, and ground matters.

Prior to working at WBB, Mr. Boynton served for 27 years in the US Marine Corps as a CH-46 pilot, retiring as a Colonel. He served in various squadrons, staff and command assignments in all three Marine Aircraft Wings.

He served in Desert Storm, Somalia, the Balkans, and in Operation Iraqi Freedom. Mr. Boynton has deployed under both the Marine Corps Unit Deployment Program and with five different Marine Expeditionary Units. His last deployment was as the Commanding Officer of Marine Medium Helicopter Squadron 162, the Aviation Combat Element for the 22nd Marine Expeditionary Unit (Special Operations Capable).

Mr. Boynton served in the Office of the Under Secretary of Defense for Acquisition, Technology & Logistics [OUSD (AT&L)] where he had programmatic oversight of ongoing Acquisition Category (ACAT) ID rotorcraft programs. In that capacity, he oversaw all ongoing rotary wing program Milestone Decision meetings up to the Defense Acquisition Board level. He served as the Chair of the IIPTs for those programs under his cognizance.

In his capacity at AT&L, Frank served as the Deputy for the Joint Vertical Airlift Task Force. For that initiative, he was "dual-hatted" as the Chair of the Rotary Wing Survivability IPT. During his tenure, Frank developed and presented a briefing on the safety and survivability shortfalls of the current DoD rotary wing fleet to the senior leadership of the Military Services, the Joint Staff, and OSD.

Frank was invited to present the briefing by the Chairman of the House Armed Services Committee. His efforts were instrumental in the formation of the Defense Science Board Task Force on the Future Need for VTOL and STOL Aircraft. Frank has also presented to the American Helicopter Society and other industry groups.

Mr. Boynton is a career Marine Corps officer, serving as a CH-46E pilot with service in command, administrative, operations, maintenance, and safety positions. He is a US Marine Corps Weapons and Tactics Instructor (WTI).

Mr. Boynton is a graduate of Marine Corps Amphibious Warfare School, Army Command and Staff, Army School of Advanced Military Studies (SAMS), and the National War College. He holds a Bachelor’s Degree from Rutgers University and has two Masters Degrees.
