Analysis of Alternatives
Acquisition Program Support
An analysis of alternatives is part of all WBB acquisition and procurement program support services. Organizations often face the need for outside expertise to ensure successful implementation of their business approaches and practices, to ensure complete program acquisition documentation and sound program fiscal strategy, as well as the need to ensure organizational compliance with laws, regulations and internal policies.
WBB consultants provide acquisition program support to assist program, government and commercial offices by helping translate credible cost estimates into sound Program Objective Memorandum (POM) profiles, fiscal year budget forecasts, spend plans and obligation and expenditure forecasts. WBB financial consultants manage this through a coordinated process that tracks program resources from cost estimate to budget submission and future year funding profiles. This coordinated financial process is done by reviewing and assisting with POM and Budget Estimate Submission (BES) submission developments for major programs and through review and reconciliation of large, complex DOD contracts.
WBB financial program support product line includes, but is not limited to:
- Compliance Assessments consisting of pre-audit preparation, internal control reviews, and regulation or policy reviews
- Sufficiency Reviews that independently determine major program cost drivers or funding adequacy
- Affordability Assessments that support development of Program Office Estimates (POE)s
- Acquisition and Procurement Documentation preparation and development of documents such as Cost Analysis Requirements Description
- Contract Support Assistance that includes preparation of Release for Proposal documentation and "Red Team" analysis of contracts before release
